Retailers in Europe and the UK have to charge VAT at the rate at the point of sale. Because the goods are in Europe, you pay European VAT rates regardless of where you are. I believe you can offset that with the IRS and get a rebate, but that's not the responsibility of the retailer.
Now if they would only fix their checkout system so it doenst insist on charging me VAT even though I live in the States...
